Redefine

Nobody really uses this template anymore so I'm just going to redefine its purpose. Just use it to mark articles that really need to be worked on but don't necessarily deserve a death notice. Its different from {{crap}} in that the article doesn't necessarily need to be completely rewritten, and the article isn't necessarily on the brink of deathnotice, but it still needs quite a bit of work
